Wow, I just got tagged, and now I have a massive migraine. The best part of it all is that I wasn't even speeding. I look forward to fighting this one in court. I was going 49 in a 45. I think because everyone else slowed down to 40 and I shot over 3 lanes it tripped some sort of system. This headache is much worse than whatever possible financial fine they could dish out.

Let's call this what it is. Those speed cameras are just another way of taking more money from the people of Arizona. Look, I'm all for safe driving - our limousine company prides itself on having safe drivers - but how is it safe when going for a night out on the town around Phoenix or Scottsdale is accompanied by those excessively bright flashes?! Not for our limo drivers mind you, but they blind everyone who happens to be driving around the speeding vehicle that triggered the flash. How is that safe for our limo drivers? More importantly, how is that safe for our clients? I've heard that freeway accidents have actually increased since they started putting these things up everywhere. But the Powers That Be overlook that detail because, hey it's bringing in revenue! Pretty ridiculous...

This cracks me up and reminds me of a paper I wrote my freshman year of college. It was called "Do Your Patriotic Duty By Smoking, Drinking And Gambling." The whole point of the paper was how many public works programs were funded by sin taxes and that if you wanted to show support for public programs you should take part in the so called "sins."

I think this fits really well here. If you want to do your part in helping out the local governments short falls then you should break the law. How backwards!

We have something similar in Texas. If you get too many tickets within a period of time, then you get put on a list and are charged an annual 'fee.' It's pretty ridiculous.

I like to look at U.S. census data for area that I'm researching for work, and I think your assertion could have weight when based on some of the economic and educational census data.

Arizona, main data set: http://quickfacts.census.gov/qfd/states/04000.html
Arizona, other data sets: http://quickfacts.census.gov/qfd/states/04000lk.html

BTW, you might as well call these fees you mention "taxes".

Many people are not paying their tickets, and so all this revenue they expected from speeders are not coming into fruition. Instead of bumping the speeding fine, they just made up a new fine. AZ is becoming like a young California...people just don't realize it yet.

Wait. WHAT? So if you forget to pay your speeding "fee", you get booked with an extra $20 service fee (which I assume they justify as processing costs) and then they fine you another $20 for being late? Has local government become so expensive? Or is local government just that bad off across the U.S.?
